LUGOSFILM Festival – First Edition is a film festival and competition organized by the Tu și Eu Cultural Association, dedicated to students passionate about film, photography, and visual storytelling. The festival aims to stimulate young people’s creativity and encourage artistic expression through accessible means, in particular by using the mobile phone as an educational and artistic tool.

The event provides a competitive and educational framework in which participants can develop skills in filming, editing, photography, and cinematic storytelling, while also promoting relevant cultural, civic, and social values.

The Tu și Eu Cultural Association is registered in the Cinematography Register of the National Center of Cinematography, in accordance with Certificate no. 2068 / 26.08.2024, and is authorized to organize and carry out cinematographic activities and events. This status confirms the official, cultural, and educational character of LUGOSFILM Festival – First Edition.

Period of implementation:

The festival takes place in two stages:

Stage I – Registration and Selection
Submission of entries and materials: 15 February – 15 March 2026

Jury evaluation and selection: 16 – 25 March 2026

Announcement of selected productions: 26 March 2026

Stage II – Festival and Awards
Film screenings and awards ceremony: 3 – 5 April 2026

The event is held with a live audience.


Competitive Sections

1. Photography

Selection: maximum 20 photographs

Subsection: Street Photography

  • Maximum 1 photograph / participant

  • Format: JPG / JPEG

  • Photographs must be original, taken in public spaces

  • Only basic editing is allowed

  • Original content only

  • Collages, watermarks, or AI-generated images are not accepted


2. Reel Film (Short Video)

Selection: maximum 100 reels

  • Duration: maximum 120 seconds

  • Format: vertical 9:16, 4K resolution

  • Original content, created by the participants

  • AI-generated reels are not accepted

  • Music used must be royalty-free

Themes: Anti-bullying / Friendship / Comedy / Ecology / Fiction


3. Short Film

Selection: maximum 20 short films

  • Maximum duration: 10 minutes

  • Format: horizontal 16:9, 4K resolution

  • Original content, created by the participants

  • AI-generated short films are not accepted

  • Music used must be royalty-free

Themes: Anti-bullying / Friendship / Comedy / Ecology / Fiction
This section is dedicated to the Lugoj-born actor Bela Lugosi, encouraging creations inspired by imagination and symbolism.

Eligibility

  • Minimum age: 12 years

  • Participants: students in grades V–XII

Categories:

  • Category A: grades V–VIII

  • Category B: grades IX–XII

Participation may be individual or in teams, with a supervising teacher or parent.


Participation Fee

  • 35 RON for each individual cinematic project

  • The fee is paid upon registration and is non-refundable

  • A participant may submit a maximum of 5 productions, each on a different theme


Awards

Grand Prize – awarded in each section:

  • Short Film: 2,500 RON

  • Reel Film: 1,500 RON

  • Photography: 1,000 RON

Main Awards:

  • First Prize: trophy and diploma

  • Second Prize: diploma

  • Third Prize: diploma

Special Awards:

  • Award for Originality and Creativity

  • Award for Best Educational Message

  • Award for Social Impact (Anti-bullying / Ecology)

  • “Bela Lugosi” Award for fiction and creative imagination – awarded by sponsors

Honorable mentions and certificates of participation will also be granted.
The jury reserves the right to adjust the distribution of awards depending on the quality of the submitted projects.

By registering, participants confirm that they have read and fully accepted the festival regulations.

  • Completed registration form (Google Forms), including all required information

  • GDPR consent form, Annex 3

  • Parental consent form (for minors), Annex 2

  • GDPR consent forms for all actors and extras, Annex 4

Copyright and GDPR

Participants retain full copyright over their works.

The organizers may use the submitted materials exclusively for educational purposes and for promoting the festival, with proper credit given to the author, in full compliance with Regulation (EU) 2016/679 (GDPR).
